The year is 1940, and Japan is edging towards war with the theatre being heavily regulated. The playwright Tsubaki meets the censor Sakisaka who orders him to remove all humour from his play. But trying to do so makes the play even funnier. Thus the struggle of the comedians begins.

Mamoru HOSHI, born in Niigata in 1958, began working for television after graduating, directing numerous game shows and hit dramas. UNIVERSITY OF LAUGHS is his feature film debut.
